City of San Antonio Rental Assistance Program
The Neighborhood and Housing Services Department (NHSD) provides a vital safety net for renters experiencing financial hardship. This program focuses on helping families avoid displacement by paying rent and utilities directly to housing providers and utility companies.
What it Covers
Eligible households can receive up to three consecutive months of assistance once every 12 months. The maximum allowable funding is:
- $3,500 for rental assistance.
- $1,500 for utility assistance.
Eligibility Requirements
To qualify for this program, applicants must meet specific criteria:
- Your total household income must be at or below 80% of the Area Median Income (AMI) for the San Antonio area.
- You must reside within San Antonio City Council Districts 1 through 10.
- You must have an active Notice to Vacate or an active Court Ordered Eviction Citation to demonstrate eviction status.
- You must actively owe rent at the time your application is under review.
How and When to Apply
The application portal operates on a very strict and limited schedule. The City of San Antonio currently accepts applications on the second Wednesday of each month between 1:00 p.m. and 2:00 p.m.
Applications do not carry over to the next month, so you must reapply if your application is not processed. Be sure to have your documentation ready beforehand, including valid IDs for everyone in the home, your current lease, and proof of income from the last 60 days for all adults.
Resident Relocation Assistance Program (RRAP)
If staying in your current rental is no longer an option, the city also offers the Resident Relocation Assistance Program. This initiative helps low-income households cover the heavy upfront costs associated with moving into a new living space.
What it Covers
Eligible households can receive up to $3,000 per 12-month period for relocation expenses. Households with older adults (age 62 or older) or individuals with disabilities are eligible to receive an additional $500. This assistance covers:
- Security deposits and utility deposits (CPS and SAWS).
- Application and administrative fees for an approved dwelling.
- Moving costs (requires three moving quotes or invoices).
- Temporary lodging for up to two weeks.
Support from Local Non-Profits
Beyond municipal programs, San Antonio is home to several dedicated non-profit organizations that step in to help residents facing imminent homelessness.
- SAMMinistries: This organization offers comprehensive Homeless Prevention Services and Rapid Re-Housing programs. They provide temporary rental and utility assistance, case management, and financial literacy education. To qualify for their prevention services, you must have a current eviction or disconnection notice and some form of stable income.
- Society of St. Vincent de Paul: Known for their extensive community outreach, local conferences provide emergency rent and utility assistance, food pantries, and connections to other essential community resources.
- Housing Authority of Bexar County (HABC): HABC administers the federal Housing Choice Voucher Program (often referred to as Section 8) as well as specialized vouchers for veterans and disabled individuals, providing long-term rental assistance to low-income families.
